- Prof. Elena Maggi (Transport Economics and Innovation) [email protected] – Principal Investigator
She is Associate Professor in Economics at the University of Insubria, Department of Economics. She holds a PhD in Transport, Traffic and Environment from the University of Trieste. She teaches Industrial Economics, Transport Economics and Innovation, Transport Decision Making at the University of Insubria and she is also member of the scientific board of the PhD in Methods and Models for Economic Decisions. She is Rector Deputy on Sustainable Development and Mobility Manager of University of Insubria and external affiliate of the Venice International University - Sustainable Logistics Focus. Her research interests are mainly concentrated on Transportation Economics, with a particular focus on sustainable urban mobility and policies, aging mobility, ABM, city logistics, tourism and sustainability, and infrastructure. Currently, she coordinates the research group on Transport, Regulation and Sustainable Development at the Department of Economics-University of Insubria

He is a Research Fellow and Adjunct Professor at the Department of Economics of the University of Insubria. He graduated from Bocconi University and obtained a PhD in Economics from the University of Genoa. He was a Post-doc Researcher at the Department of Economics of the University of Verona for a project related to the efficiency in teaching hospitals. At the University of Insubria, his research activities include the theoretical and empirical analysis of competition, markets regulation and policy evaluation, mostly focused on transports, tourism, and health sectors. - Dr. Evangelia Pantelaki [email protected]
In March 2021 she received a PhD in Methods and Models for Economic Decisions at the Department of Economics of the University of Insubria. The topic of her thesis is about healthy ageing policies for quality of life of the older people, focusing on mobility, public transport and technology. Her most recent professional experience was Economic Consultant to various Greek Ministries. She was also a Teaching Assistant of Macroeconomics at the Department of Economics of the University of Crete. Her research interests focus on transport economics, urban mobility policies, transport behaviour and planning. - Prof. Silvana Robone (Public Economics) [email protected]
She is an Associate Professor at the Department of Economics, University of Insubria, where she teaches courses at undergraduate level (Economic Policy, Macroeconomics) and PhD level (Applied Health Economics). She is external affiliate of the HEDG - Health, Econometrics and Data Group, (University of York, UK), the Department of Economics and Finance, (Catholic University, Milan, Italy), the Dondena Centre for Research on Social Dynamics and Public Policy (Bocconi University, Milan, Italy) and Hospinnomics (Paris School of Economics, France). She is currently involved in research projects investigating the performance of the National Health Service in several countries (i.e. Italy and Spain), the relationship between employment, working conditions and health and behavioural aspect of health. He is a Full Professor of Public Finance at the University of Insubria. Previously, he has been a Research Fellow at ISER University of Essex where he is currently a Research Associate. He is part of the EUROMOD Scientific Advisory Board at the European Commission – JRC. His research focuses on the analysis of the redistributive effects of public policies, the behavioural impacts of policy changes, the determinants of multiple deprivation and, more recently, the welfare resilience to the economic crisis across Europe. He has been appointed as a Consultant for the European Commission DG-EMPL, JRC, OECD, United Nations, and World Bank Institute. He has published in the fields of poverty, taxation and European welfare systems in international journals such as Oxford Economics Papers, Fiscal Studies, Journal of Economic Inequality, Review of Income and Wealth, Journal of Social Policy, Journal of European Social Policy. - Dr. Luca Congiu [email protected]
He is currently a Post-doc researcher at the Department of Economics of Bocconi University and a Teaching Assistant of Microeconomics and Behavioral Economics at the Department of Economics, University of Insubria. In March 2020, he received his PhD in Methods and Models for Economic Decisions from the University of Insubria. His research interests focuses on behavioral public policies and behavioral decision theories. - Dr. Daniele Grechi [email protected]
He holds a Post-doc position at the Department of Human Sciences and Territorial Innovation of the University of Insubria. In 2019, he received a PhD in Methods and Model for Economic Decisions from the University of Insubria. He is also a contract Lecturer of Financial Mathematics and Quantitative methods for Management at the Catholic University of the Sacred Heart of Milan. His current research includes quantitative methods for economic and managerial analysis with a special focus on transportation, tourism and sustainability.

She is Associate Professor of Urban and Regional Economics at the Department of Architecture and Urban Studies of Politecnico di Milano. She achieved a M.Sc. degree in Regional Studies at the University of Reading (UK), a PhD in Economic Geography at the University of Groningen (NL) and a PhD in Transport Economics at the Università degli Studi di Genova (IT). She is Coordinator of the POLIMI research team for the project HAPPY and team member of POLIMI (Principal investigator) for the project ‘MOBILAGE – Mobility and ageing: daily life and welfare supportive networks within the city and at the neighbourhood level’ (funded by Fondazione Cariplo 2018-2020). She is a Post-doc Research Fellow and Adjunct Professor at the Department of Architecture and Urban Studies of Politecnico di Milano, where she received her PhD degree in Spatial Planning and Urban Development (2015). She was a research fellow of the project ‘MOBILAGE – Mobility and ageing: daily life and welfare supportive networks within the city and at the neighbourhood level’ (funded by Fondazione Cariplo 2018-2020). Since 2020, she joined the Polimi research team for the project ‘HAPPY – Health, Accessibility, Public transport Policies for elderly’. She is a Post-doc Research Fellow in Economics at the Department of Architecture and Urban Studies (DASTU) of Politecnico di Milano.
In 2018, she received a PhD in Economics from Università della Svizzera italiana (Lugano, CH) with a doctoral thesis on firms’ relocation choices. Her research interests include topics in the area of regional economics, such as firms’ location choices, agglomeration economies, public investment, mobility and accessibility. - Dr. Fabio Manfredini [email protected]
He is the responsible of the “Mapping and Urban Data Lab” (MAUD), Department of Architecture and Urban Studies of Politecnico di Milano. MAUD concentrates scientific, technical and methodological skills in the analysis of statistical data and the production of cartography and other forms of visualization for urban and territorial studies. He is specialized in the development of methods for the analysis, visualization and interpretation of spatial dynamics. His main areas of expertise are methods and techniques of territorial and environmental analysis, design and management of geographical information systems, statistical and spatial analysis, mapping and data visualization. In the last years, he is specialised in the use of innovative data source for urban studies and mobility mapping. - Dr. Luigi Carboni [email protected]
He is a Research Fellow at the Department of Architecture and Urban Studies of Politecnico di Milano. In 2018, he achieved a M.Sc. in Urban Planning and Policy Design and Post-graduate Advanced Traineeship in Information Systems for Land Planning. Currently, he collaborates with the Mapping and Urban Data Lab (MAUD) and IMMdesignlab of Politecnico di Milano. As a Research Fellow, he deals with data analysis and visualization with a specific interest in urban, mobility and transportation dynamics. He has been involved in diverse projects, ranging from urban, territorial and environmental planning. Finally, he is specialised in geographical information systems (GIS) for statistical and spatial analysis, data visualization and mapping. - Prof. Fulvia Pinto (Urban and Regional Planning) [email protected]
She is Associate Professor of Urban and Regional Planning at the Department of Architecture and Urban Studies of Politecnico di Milano. She holds a PhD in Urban Planning from Politecnico di Milano. She is specialised at the Monuments Restoration School and teaches Urban Planning at Politecnico di Milano. She is Professor and member of the scientific committee of the PolisMaker Master of Politecnico di Milano. Also, she is scientific coordinator of the Postgraduate Course in “Urbanistica Tecnica” and coordinator and scientific responsible of a national research project "Itinerario ciclo-turistico Adda", financed by the Fondazione Cariplo. Her research activities are mainly focused on urban environment requalification and on the relationship between city, mobility and environment. - Prof. Giuliana Costa (Sociology) [email protected]
She is an Associate Professor in Sociology at Politecnico di Milano. Her main research interests are connected to local welfare policies, the development of long-term care policies, and, housing welfare programs and projects. She is currently studying cohabitation models within social policies. She has participated in several research projects funded by the European Union, the Italian Government and other research agencies. - Prof. Valeria Fedeli (Urban Planning) [email protected]
She is an Associate Professor at the Department of Architecture and Urban Studies and vice-coordinator of the PhD program in Urban Planning, Policy and Design at Politecnico di Milano.
Her research interests deal with processes of regional urbanization and related governance challenges, innovation of policies and actors; strategic planning; inter-municipal cooperation; national and EU urban policy and agenda. She is currently President of the European Urban Research Association and member of the scientific committee of Urban@it (academic think tank on urban policies in Italy). Among her recent international publications on this topic, see the book “EU Regional and Urban Policy Innovations and Experiences from the 2014–2020 Programming Period”, Springer, 2020.

He is a Full Professor in Public Finance at the Department of Economics and Management "Marco Fanno" of the University of Padua, where he teaches Public Finance and Health Economics. He holds a degree in Economics and a PhD in Public Finance. He is member of the Working Group “Health Care” of SHARE (Survey of Health, Ageing and Retirement in Europe), funded by the European Commission. He is editor of the Italian Journal of Health Policy (“Politiche Sanitarie”). He is member of the Prices and Reimbursement Committee (CPR, Comitato Prezzi e Rimborso) of Italian Medicines Agency (AIFA); the Technical Committee for the evaluation of medical devices (CTRDM) and of the Working Group on new drugs in hematology of Veneto Region; the Scientific Committee of the Consortium for Healthcare Research (CORIS) of Veneto Region. His research topics focus on health economics and local public finance. He is author of 130 publications, mostly peer-reviewed, focused on the Economics of ageing and of long-term care, funding mechanisms of social and health care services, health care efficiency and sustainability. - Dr. Barbara Bovento [email protected]
She is a Research Fellow at the Department of Economics and Management "Marco Fanno" of the University of Padua.
She is currently collaborating with IRES Veneto (Social and Economic Research Institute of Veneto) on a research project on the analysis of the integration between health and social services in the Veneto Region. Previously, she has collaborated with the Universities of Ferrara and Verona on health economics’ research projects. Her research topics focuses on health economics. He is a Full Professor of Economic Policy at the University of Padua.
He is an applied economist who deals with issues in the field of labor economics, education economics and health economics. He has collaborated on many occasions with the World Bank and the World Health Organization on issues relating to the socio-economic determinants of health and the economic value of health. She is a Post-doc Research Fellow in Public economics at the Department of Economics and Management of the University of Padua and Adjunct Professor at the University La Sapienza in Rome. She achieved her Master in Health Economics from the University of York and her PhD at the Catholic University of the Sacred Heart in Rome. During her studies she cooperated with the Health Economics Research Unit of the University of Aberdeen (Scotland) as a Visiting Student, and with the Price and Reimbursement Office of the Italian Medicines Agency as an external consultant. Her early research activities, often framed in European research projects, concern health economics and the evaluation of health technologies, especially, in terms of methods and aspects relating to outcome measures chosen on preferences. Currently, her research interests focus on the evaluation of health policies, including those of decentralization, with a specific focus on the effects of efficiency and productivity. - Dr. Martina Celidoni [email protected]
She is Assistant Professor of Public Finance at the Department of Economics and Management “Marco Fanno” of the University of Padua, where she teaches Economics for Management and Principles of Economics. She holds a degree in Economics (Ca’ Foscari University of Venice) and a PhD in Economics (University of Padua). She was awarded the John W. Kendrick Prize in 2016 by the International Association for Research in Income and Wealth (IARIW). She is part of the Padua research unit for the Survey of Health Ageing and Retirement in Europe (SHARE) funded by the European Commission and she has been involved in several other projects related to population ageing funded by Fondazione CARIPLO, MIUR, Fondazione FarmaFactoring (Principal Investigator) and the University of Padua. She is Assistant professor in Econometrics at the Department of Economics and Management “Marco Fanno” of the University of Padua, where she teaches Advanced Econometrics and Econometrics for Management. She holds a degree in Statistical Science (University of Padua) and a PhD in Economics (Ca’ Foscari University of Venice). Her PhD thesis has been awarded from the Italian Economic Association as the best PhD thesis in Economics (XVII edition). She is part of the Padua research unit for the Survey of Health Ageing and Retirement in Europe (SHARE) funded by the European Commission. She has been involved in several other projects related to population ageing funded by Fondazione CARIPLO, MIUR, Fondazione FarmaFactoring (Principal Investigator) and the University of Padua. Her research interests are mainly in health and labour economics with a focus on older individuals. In particular, she has worked on the health consequences of retirement and the incentive/insurance tradeoff provided by disability benefits
Abstract
IIl progetto di ricerca HAPPY, finanziato da Fondazione Cariplo, si pone l’obiettivo di identificare politiche di trasporto e mobilità che migliorino la vita degli anziani (individui con più di 65 anni) in relazione alla propria capacità di muoversi nello spazio urbano e di accedere a luoghi in grado sia di preservare la salute psico-fisica (es., servizi e strutture sanitarie) che di accrescere la propria inclusione sociale. In tal senso, specifiche politiche possono essere di supporto ai decisori pubblici (mediante appositi servizi di trasporto disegnati per soddisfare i bisogni di questa fascia fragile della popolazione), contribuendo ad una mobilità più attiva (privilegiando spostamenti a piedi, in bicicletta e mediante trasporto pubblico collettivo), e quindi alla preservazione delle condizioni di salute che, in età avanzata, sono deteriorate anche dalla riduzione degli spostamenti extra-domestici e dall’isolamento sociale. Su tale condizione di isolamento ha influito certamente anche l’attuale situazione emergenziale sanitaria legata al Coronavirus (Covid-19), che ha determinato una traumatica alterazione nelle abitudini di spostamento della popolazione anziana, anche a causa della ridotta accessibilità del trasporto pubblico locale (TPL) verso le destinazioni di primaria necessità (in primis le strutture di cura medica) e di partecipazione sociale.
HAPPY (Health Accessibility Public transport Policies for elderlY) research project, funded by Fondazione Cariplo, aims to identify transport and mobility policies that improve the lives of the older people (individuals over 65 years old) in relation to their ability to move around the urban space and to have access to places capable of both preserving psycho-physical health (e.g., health services and facilities) and increasing their social inclusion. In this sense, specific policies can support decision-makers (through special transport services designed to meet the needs of this fragile segment of the population), contributing to more active mobility (favoring walking, cycling and public transport), and therefore to the preservation of health conditions which, in old age, are also deteriorated by the reduction of traveled distances and social isolation. The current sanitary emergency situation linked to Coronavirus (Covid-19) has certainly influenced this condition of isolation, which has determined a traumatic alteration in the movement habits of the older people, also due to the reduced accessibility of local public transport (LPT) to destinations of primary necessity (primarily medical care facilities) and social participation
